The Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Acquisition Program Manager NOVERHR461M to work within the Program Management Section in the Air Launched Cruise Missile (ALCM) Program Office at Tinker Air Force Base near Midwest City, OK.
This position is a NH-1101-03 which has a typical salary range of $87,878 - $135,851.
Telework Eligibility Statement: This position may be eligible for regular, and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework.
SPECIALIZED EXPERIENCE: : Applicants must have at least one (1) year of specialized experience at the GS-11, or equivalent in other pay systems. Examples of specialized experience includes ALL of the following tasks: Assessing the progress of assigned projects or programs via cost estimates, schedules, and performance supportability baseline requirements using established methods and procedures; Planning, organizing, and coordinating activities related to contracting, engineering, manufacturing, program control, configuration/data management, testing, financial management, or logistics processes; Reviewing and directing the progress of contractors in meeting program objectives; Preparing briefings, studies, and other for presentation to management officials and/or stakeholders.
The Air Launched Cruise Missile (ALCM) Acquisition Program Manager will be responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.  Executes support for several Service Life Extension Programs (SLEPs), engineering assignments and/or technical inquires focused on maintaining the reliability of this nuclear cruise missile weapon system which is critical to the future defense of the U.S. and allied nations.  Candidates should have a strong background in program or project management to include managing cost, schedule, performance, and risk on large defense acquisitions. Furthermore, the candidate will be expected to communicate at a high level both orally and written as they communicate program status, requirements, and lead integrated product teams. 
  • This position will plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.  Position will review the progress of contractors in meeting program objectives and delivering capability on cost and schedule.
  • This position will be required to represent the organization at executive levels within the Government and to contractor/industry representatives.  This position will prepare, present, defend, and interpret staff studies to the Program Director and/or other management officials.  Identifies and resolves highly complex problems crossing organizational boundaries and promulgate solutions.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):  Your qualifications will be evaluated based on your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of policies, and practices, and regulations, and laws concerning the acquisition management process and initiatives.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
  • Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
  • Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
  • Knowledge of safety and security regulations, practices, and procedures.

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP), Program Manager Practitioner certification.
  • The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The work requires the employee to occasionally travel away from the normal duty station via military or commercial aircraft.
  • Employee may be required to work overtime.
  • Employee is expected to meet Continuing Acquisition Education requirements.
  • In accordance with the Ethics in Government Act, 1978, employee will be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan.  Incumbent of this position is subject to random drug testing.
