Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Financial Management Specialist to work in the Sentinel Systems Directorate at Hill Air Force Base.

This position (986308) is an NH-501-04 which has a 2024 salary range of $122,198 - $186,854.

This position is not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager.

The Sentinel Systems Directorate is recruiting for an Earned Value Management (EVM) Specialist. You will work as part of a fast-paced cost analysis team supporting the Sentinel acquisition program (a large Acquisition Category I program valued at $95B+) and enterprise support to the systems directorate.

  • Serves as senior technical expert and advisor to organization leadership and the Chief Financial Officer (CFO) on EVM matters and Integrated Baseline Reviews (IBRs).
  • Conducts technical investigations into root causes of cost and schedule variances surfaced through earned value management systems (EVMS).
  • Provides guidance on work breakdown structure (WBS) and EVM reporting requirements.
  • Coordinates with Defense Contract Management Agency (DCMA) to support the evaluation of contractor processes, EVMS surveillance program audits, data collection and analysis, corrective action planning, and continuous improvement.
  • Ability to verify a contractor’s compliance with established regulations through a thorough evaluation of their EVMS procedures, processes, performance control systems and operations.  Supports technical decisions on review findings leading to determination of contractor's system compliance.
  • Applies comprehensive professional EVMS knowledge, creativity, innovative use of techniques, advanced approaches, and/or new technologies to solve unique problems.
  • Typically, 5-10 years’ knowledge of DoD acquisition and life cycle management policies, procedures, and practices as they relate to Earned Value Management (EVM) and weapons systems is highly preferred.
  • Ability to apply quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions for management is highly desired.
  • Demonstrated ability in negotiating and/or defend findings, program support and integrate concepts and information into actionable decisions and recommendations is highly valued.
  • Strong background originating new ideas, projects, and methodologies; and executing projects and/or studies within established financial and/or time constraints is a plus.
  • Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and simulation techniques is desired.
  • Experience in communicating effectively, both orally and in writing; negotiating complex issues; and maintaining good working relationships is valued.

  • Employee must be able to obtain and maintain a Top-Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Financial Management “Advanced” certification category within required timeframe after appointment.
  • This is a DoD Financial Management Level 3 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112‐81, Subtitle F‐Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable.
