Air Force Nuclear Weapons Center (AFNWC) is seeking one full‐time, Non‐Supervisory Procurement Analyst (009606621M) to join the elite leadership team in the Contracting Directorate (AFNWC/PK). The duty location of the position may be: Hanscom AFB in Massachusetts, Hill AFB in Utah, Eglin AFB in Florida, Tinker AFB in Oklahoma, or Kirtland AFB in New Mexico.
 
This position is an NH‐1102‐04, which has a typical 2025 base salary range of $125,133 ‐ $162,672 (locality not included, final salary dependent on locality).
 
Relocation expenses may be paid.

This position is a non‐supervisory (management official) NH‐1102‐04 (GS‐15 equivalent) Technical Director vacancy managed at Kirtland AFB, New Mexico. This position is assigned to the Air Force Nuclear Weapons Center Directorate of Contracting (AFNWC/PZ) and reports to the Director of Contracting or Deputy Director of Contracting.
 
SUMMARY OF DUTIES AND RESPONSIBILITIES:
This is a "category 2" position for purposes of AFMC succession planning and carries SCO level approval authorities as determined by the Director. In concert with the Director of Contracting, this position plans, organizes, directs, coordinates and controls the activities of the directorate, ensuring that acquisition and assistance activity complies with legal and regulatory requirements and meets customer needs and develops goals and objectives that integrate organizational and acquisition objectives.
 
This position provides Subject Matter Expertise counsel for contract execution and administration for a dynamic and complex list of classified and unclassified acquisition programs in support of the nuclear enterprise under the Air Force Program Executive Officer for Strategic Systems (AFPEO/SS) and Air Force Program Executive Officer for Nuclear Command, Control, and Communications Integration (AFPEO/NC3I) portfolios. The incumbent normally serves as the center's competition advocate/ombudsman. Exceptional communication/organization/training skills will be required to work with SAF/AQC, AFMC/PK staff, AFNWC leadership, SCOs/staff from other centers, etc. to facilitate "learning" across the department.
 
KNOWLEDGE, EXPERIENCE, SKILLS:
  • Excellent communication, tact, diplomacy, networking, listening, and leadership skills
  • Strategic experience acquired through leadership positions held at federal agencies, the Department of Defense and/or from private industry.
  • Ability to leverage knowledge of nuclear strategies and issues from the National Security Strategy and apply in‐depth nuclear knowledge, education and expertise for broad strategic problem solving.
  • Business acumen for innovative and strategic business solutions to acquire, sustain, recapitalize, and modernize Nuclear Warfighting capabilities to ensure safe, secure, and effective nuclear weapons systems and related nuclear‐certified systems in support of strategic operational objectives.
  • Effective communication and collaboration with higher headquarters, senior executives, industry, peers, and the PZ workforce to ensure nuclear weapon delivery systems, subsystems, components and services is supported, cost efficient, and timely throughout the nuclear weapon life cycle.

REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Active Secret clearance with ability to obtain and hold a TS/SCI security clearance. Failure to obtain or maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • DAWIA Level 1 (Foundational) (Contracting).
  • Current or previous earned unlimited contracting officer warrant.
  • Source Selection experience.
  • An advanced degree and completion of Intermediate and Senior Development Education (IDE/SDE) are highly desirable.
  • Experience with systems, research and development, production. Experience with other transaction authority type acquisitions and SBIR/STTR contracting are highly desirable.
  • The position requires recurring travel.
  • This is a drug testing position. The incumbent is subject to pre‐employment drug testing as a condition of employment, and participation in random drug testing.
