The Air Force Nuclear Weapons Center (AFNWC) is currently seeking full-time Acquisition Program Management Specialists to work in the ICBM Systems Directorate, Weapon System Integration Division, Services Branch (AFNWC/NII) at Hill Air Force Base near Layton, Utah.

These positions (009865301M, 003480361M) are NH-1101-03s with an anticipated 2025 salary range of $88,621 - $137,000.

These positions are not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager.

These positions perform a critical role responsible for shaping and executing the acquisition strategy for the ICBM Development, Operations, and Sustainment (IDOS) contract in support of the entire ICBM Systems Directorate. As one of the most significant and complex acquisitions within the ICBM portfolio, IDOS will serve as the backbone for sustaining and modernizing ICBM capabilities for decades to come. These positions are central to ensuring the contract is structured to maximize competition, deliver mission impact, and comply with all regulatory requirements.

These positions will be responsible for source selection planning, contract structuring, and risk management efforts to guarantee a seamless and legally defensible contract award process. Serving as the primary integrator between acquisition stakeholders, including contracting officers, legal teams, and mission owners, these positions ensure alignment between operational requirements and contract execution.

DUTIES:
  • Serves as an Acquisition Program Management Specialist ensuring IDOS is awarded effectively, aligns with long-term objectives, withstands legal scrutiny, and ultimately secures the viability of ICBM sustainment and modernization efforts.
  • Develops the source selection framework, including evaluation criteria and methodologies to ensure fair and effective contract awards.
  • Coordinates with the contracting office to establish acquisition strategies, competitive pricing structures, and risk mitigation plans.
  • Leads the evaluation team to ensure thorough, objective assessments of competing offers.
  • Establishes governance for contract modifications, scope changes, and option exercises to maintain alignment with evolving mission needs.
  • Provides senior leadership with acquisition insights, cost-benefit analysis, and risk assessments to drive informed decision-making.
  • Performs activities related to the control and management of cost, schedule, risk, and resource optimization.
  • Performs special projects in support of the Services Branch.
DESIRED SKILLS:
  • At least two years’ program management experience in technology maturation, science and technology innovation, and/or DoD weapon system development
  • Expertise awarding and/or executing a Services Category (SCAT) I major services acquisition program.
  • Experience in acquisition and working knowledge of DAFI 63-138, Acquisition of Services and DoD Directive 5000.01, The Defense Acquisition System, and DoD Instruction, Operation of the Adaptive Acquisition Framework.
  • Experience managing and executing projects or programs, including gathering stakeholder requirements, and working with teammates to ensure project success.
  • Experience with establishing, executing, and managing scope.
  • Refined communication and teamwork skills sufficient to effectively interface with internal and external stakeholders at all levels, as well as independence, assertiveness, self-reliance, integrity, and tenacity to get the job done, is required.
  • Knowledge of laws, principles, policies, and practices of services acquisition and program management.
  • Knowledge of business, management, contracting procedures, and technical concepts to evaluate contractor proposals and activities.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the services acquisition process.
  • Ability to manage multiple tasks simultaneously in a fast-paced dynamic environment.
  • Ability to communicate effectively both orally and in writing; clearly, concisely, and with technical accuracy.
  • Ability to establish and maintain good relationships with individuals and groups.
REQUIREMENTS FOR THE POSITION (NOT ALL INCLUSIVE):
  • U.S. CITIZENSHIP
  • Employee must be able to obtain and maintain a Top-Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Manager “Practitioner” Level certification within 36 months of appointment.
