Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate, Sentinel Program Office is currently seeking a full-time Supervisory General Engineer (009818271M) to fill a NH-0801-04 vacancy at Hill Air Force Base, UTAH.

This position is an NH-801-04, which has a typical 2025 salary range of $124,531 – $190,424.

POSITION: This position will serve as the Chief Developmental Tester (CDT) for the Acquisition Category I (ACAT I) Mk21A program.  As the CDT, the incumbent serves as the program’s technical authority for test and evaluation as defined by DoD 5000 and DAFI 99-103 supporting the Senior Material Leader (program manager) in all activities related to testing.
 
DUTIES:
  • Serves as a Chief Development Tester in the Systems Program Office for the Mk21A Reentry Vehicle (RV) program in accordance with DoDM 5030.55, DoD Procedures for Joint DoD-DOE Nuclear Weapons Life-Cycle Activities, DoDI 5000.88, Engineering of Defense Systems, and DoDI 5000.89_DAFI 99-103 Capabilities-Based Test and Evaluation.
  • Serves as the program’s technical authority for test and evaluation.
  • Responsible for coordinating the planning, management, and oversight of all of the program’s Developmental Test & Evaluation (T&E) activities. Maintains oversight of the program contractor T&E activities and the T&E activities of the Participating Test Organization (PTO).
  • Communicates with the Lead Developmental Test Organization (LDTO), PTO, and Air Force Operational Test & Evaluation Center (AFOTEC) for combined developmental & operational testing.
  • Co-chairs the program Integrated Test Team (ITT) and chairs the Test Readiness Review (TRR) Boards.
  • Develops and updates as appropriate, the program's Test and Evaluation Master Plan (TEMP), addressing Qualification T&E, production related testing, Live Fire T&E, test threshold/objective for Systems Engineering Technical Review, test infrastructure, acceptance testing, cyber testing and incorporation of modeling and simulation into the test program.
  • Collaborates with prime contractor test teams, the Combined Test Force (i.e., Air Force Test Center and Air Force Operational Test & Evaluation Center), Air Force Nuclear Weapons Center – Center Test Authority Office, HQ AFMC, SAF/AQ, AF Test, DoD test agencies and SPO subject matter experts to develop and execute test campaigns that meet TEMP objectives.
  • Provides leadership guidance and technical assistance on test and evaluation matters, such as test planning and implementation, test conduct, resource control, data analytics, and reporting.
  • Leads technical/management summits and meetings attended by executive levels and key stakeholders to plan and execute assigned test and evaluations program(s), resolve technical, resource and schedule conflicts, identify and mitigate risks, and direct technical and programmatic efforts.
  • Assesses progress in test projects including cost estimates, schedules, and performance baseline requirements by applying new methods and procedures; reviews and directs the progress of contractors supporting the test campaign in meeting program test and evaluation objectives.
 
SKILLS:
  • Candidate should meet KLP requirements specified in the requirements section below, to include a minimum of 8 years of Test and Evaluation experience, or equivalent demonstrated proficiency as determined by the selection authority.
  • Strong background in Test and Evaluation of weapon systems is required.
  • Demonstrated expertise related to nuclear and environments testing, ICBM flight testing, hardwire-in-the-loop (HWIL) ground testing, instrumentation, telemetry, and integrated systems testing is also required.
  • Refined communication and teamwork skills to effectively engage with extended and geographically dispersed stakeholders at all levels as well as the independence, assertiveness, self-reliance, and tenacity to get the job done is required.
  • Ability to plan, organize, & direct the execution of complex tests. 
  • Ability to analyze complex test results and reach technically informed decisions and/or recommendations to senior leaders.
  • Knowledge of the mission, roles, functions, organizational structure, and operation of the OSD, DoD, HAF, AFOTEC and organizations that govern, interface with, and/or influence systems acquisition, development and/or sustainment, and knowledge of planning, programming and budgeting cycles, financial systems and restrictions on expenditure of funds.
 
REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Employee must have graduated with a Bachelor’s degree (or higher) in an engineering discipline from an Accreditation Board for Engineering & Technology (ABET) accredited program.
  • A Master’s Degree is highly desired.
  • This is an ACAT-1 Key Leadership Position (KLP). Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is “grandfathered” under 10 U.S.C. 1736(1), the following are statutorily mandated requirements (Reference 10 U.S.C. 139b):
    • Must be APDP Test and Evaluation Practitioner certified prior to assignment
    • Must possess a minimum of 8 years of Test and Evaluation experience, or equivalent demonstrated proficiency as determined by the selection authority
    • Must be compliant with the APDP continuous learning policy at time of appointment, which requires successful completion of 80 hours of continuous learning points (CLP) every two years.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Must be able to obtain and maintain a Top Secret Security Clearance.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a designated Drug Testing Position.
  • Occasional travel to supported organizations and potentially for training opportunities.
