Air Force Nuclear Weapons Center Nuclear Command, Control, and Communications (NC3) Integration Directorate (AFNWC/NC) is seeking four full-time NH-1101-03, 3 - Acquisition Program Management Specialists positions and 1 Acquisition Test Manager position (NOVRHR131M, NOVRHR141M, NOVRHR151M, NOVRHR161M) within the NC3 Integration Directorate, located at Hanscom AFB, MA and Peterson SFB, CO. NCW Program Manager Advanced Concepts Team – Non-Supervisory (1 position at Hanscom AFB, MA)
The primary purpose of this position is to lead the Advanced Concepts Team (IPT) within the Futures Branch. The selectee’s efforts will be critical to guide the development of advanced communications technology, conducting pre-milestone A activities, to transition capability to acquisitions programs. Additionally, this selectee will work with key stakeholders from Air Force Global Strike Command, U.S. Strategic Command, and other Service components to explore technology areas, develop concepts, and devise acquisitions strategies. Furthermore, the selectee will have the opportunity to oversee a combined team with technologists from FFRDCs, Air Force Research Lab (AFRL), and Industry to conduct studies, prototypes and demonstrations of innovative communications technologies for potential integration into the next generation USAF NC3 Weapon System (AN/USQ-225).
NCL PNVC, CPT & Global ASNT – Non-Supervisory (1 position at Peterson SFB, CO)
The primary purpose of this position is to serve as an experienced Program Managers within the NC3 Weapon System Directorate, located at Peterson SFB. You'll have the opportunity to manage critical programs supporting Nuclear Command, Control, and Communications (NC3) or lead advanced technology development. Ideal candidates will possess in-depth knowledge of the Nuclear mission, the organizations and technologies involved in NC3, and a comprehensive understanding of DoD/Air Force acquisition management and contracting processes. Strong communication skills are essential for effective interaction with senior leadership, and the ability to apply critical thinking to technical, programmatic, and organizational challenges is paramount. NCN Program Manager Nuclear Networks Division - Non-Supervisory (1 positions at Hanscom AFB, MA)
The primary purpose of this position is to serve as a Program Manager with responsibility for managing development and installation of a program that supports Nuclear Command, Control, and Communications (NC3) capabilities. The position objective is to manage program cost, schedule, performance, and risk. Advise leadership on technical design, development, acquisition, test, and operational issues related to requirements, systems engineering, finance, performance, and schedule. Identifies and resolves highly complex problems crossing organizational boundaries. Proactively develops and presents status and decision options/briefings/reports to Senior Leaders.
Acquisition Test Program Manager- Non Supervisory (1 position at Hanscom AFB, MA)
The primary purpose of this position is to serve as a Test Manager with responsibility for managing development and installation of programs that support Nuclear Command, Control, and Communications (NC3) capabilities. The individual in this role provides technical guidance, advisory support, and assistance on test and evaluation matters, represents the organization at executive levels, and directs the progress of contractors in meeting program objectives. They also plan, organize, and direct activities of functional specialists, develop and implement contractual, financial, and technical aspects of projects/programs, and analyze interrelated issues to solve problems and guide program accomplishment through the acquisition cycle.
KNOWLEDGE, SKILLS, and EXPERIENCE (applies to all positions):
- Possess the knowledge, experience, and demonstrated ability to perform tasks related to the roles and responsibilities cited above
- Effective communication, organizational skills with demonstrated experience in leading in a diverse team environment
- Experience working with extended and geographically dispersed teams, to include multiple Government, Industry, FFRDC, UARC and DoD research lab organizations
- Ability to work independently and apply the proper procedures and processes related to program management activities
- Ability to problem solve and troubleshoot various situations to develop successful outcomes within established program/project guidelines
- Experience in conducting market research, developing request for proposal documentation, conducting source selection and/or technical evaluations
- Experience with the USAF nuclear enterprise, to include NC3 and AFGSC preferred
- Knowledge of and experience in implementing policies, best practices, regulations, and laws concerning the acquisition management process and initiatives
- Knowledge of the mission, role, function, and organizational structure of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process
- Knowledge and experience with NC3 mission, NC3 systems, NC3 operations, and communications systems is highly desired
- Adept at identifying and resolving highly complex technical and organizational problems crossing multiple organizational and functional boundaries
- Possess strong ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy
REQUIREMENTS FOR THE POSITION:
- U.S. CITIZENSHIP
- At least five (5) years of experience in federal acquisition, program/project management.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Must be able to obtain and maintain a Top Secret Security Clearance.
- Employee may occasionally be required to travel to a temporary duty station on commercial or military aircraft.
- This position is not eligible for remote work or regular and/or recurring telework.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Existing Program Management Practitioner (formerly Program Management Level II) certification is required. Employee is expected to meet Continuous Acquisition Education requirements.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
