**IMPORTANT**
Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Financial Specialist to work in the Air Force Nuclear Weapons Center (AFNWC) Intercontinental Ballistic Missile (ICBM) Systems Directorate (NI) and Payloads and Advance Development Programs at Hill Air Force Base in Layton, UT.
This position (981819) is an NH-501-04 position which has a typical 2025 salary range of $124,531 - $190,424.
This position serves as technical expert for ICBM responsible for the oversight and integration of a highly complicated financial portfolio that contains multiple ACAT programs at various stages of the acquisition lifecycle and a substantial Future Year Defense Program budget composed of multi-year acquisition and non-acquisition Investment, Operation and Maintenance, Reimbursement and Sustainment resources.
The Chief Financial Officer (CFO) is also designated as the Key Leader Position for the programs they oversee providing direction and guidance on all financial matters, cost, acquisition strategies and processes for programs/projects for early phases of acquisition.
MAJOR DUTIES:
A Division CFO is the programmatic functional advisor to the Division Chief and subordinate Materiel Leaders and Branch Chiefs providing guidance, advice and strategic decision support. This position Ensures effective integration of the organization’s budget and performance management functions. The candidate will need to be a master of change management while shifting between the roles of internal tactical execution, external strategic engagement and collaborative execution and oversight. The successful candidate has a highly collaborative work style, with the ability to handle changing processes, lack of structure and other uncertainties that come with a changing federal budget environment.
- Performs Change Management and Strategic Planning on budget, requirements management and resource planning, product development and rate setting with the objective of assessing and shaping the current and future budget programming cycles and requirements.
- Acts as program planning Subject Matter Expert Lead in transition and transformation initiatives and other identified projects; and provide expert advice through data-driven cost-benefit analyses, discussion with financial management personnel of other DoD and Government Agencies, recommendations, or determination of solutions to problems; and development of action papers and/or courses of actions.
- Develops consistent messaging related to transformation priorities and resourcing that will help drive the narrative for justifications, requests for information (RFI), and materials for external stakeholders.
- Leads program analysis and strategic planning function.
- Advises on or develops detailed programming materials, including programming justification and documentation for investments and procurement programs for inclusion the POM and the Future Years Defense Plan (FYDP) submissions, preparation of materials for Presidential budget request, and required support justifications.
Desired Requirements:
- Specialized experience at the NH-04 or equivalent grade is highly preferred.
- Specialized experience must include leading teams and managing Financial Management (FM) acquisition processes that support development, investment and sustainment decisions for major acquisition programs.
- Demonstrates mastery of the principles, concepts, laws, and regulations of financial administration and budgeting in order to theorize, plan and direct the entire financial management (planning, budgeting, accounting, internal controls, and performance reporting) program for a mission of national significance.
- Demonstrates superior knowledge in the requirements of financial management, accounting principles for Federal operating programs, and AF Internal Controls programs in order to oversee financial management operations and compliance.
- Demonstrates experience in developing, applying, and adjusting financial plans and policies to attain organizational objectives.
- Strong communication skills for distributing guidance and deadlines to subordinate units and then collecting/integrating disparate deliverables into a unified, timely and compliant response.
- Strong knowledge of FM regulations that support the DoD acquisition framework.
- History of delivering fiscally compliant and favorable outcomes for program offices & leaders.
- Track record of promoting positive and productive work climate for direct reports and others.
- Must have the FM technical knowledge of Planning, Programming, Budgeting, and Execution (PPB&E) processes.
REQUIREMENTS FOR THE POSITION:
- U.S. CITZENSHIP
- Must be able to obtain and maintain a Top-Secret/SCI security clearance.
- This is a Department of Defense Financial Management (DoD FM) Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 3 or Alternate Professional Certification (as identified by OUSD(C)) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities, achieving 80 Continuing Education Training (CET) hours every 24 months.
- The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management (BUS-FM) - Experienced (APDP Level 3 prior to Oct 2022) certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
- This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive, or the Service Secretary, the following are statutorily mandated requirements. Selectee must execute a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
- The incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments.
- Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.
- Advanced degree in Business Administration, Economics, Finance, or other related fields is highly desirable.
- To be considered for this position, candidates must meet Key Leader Position requirements prior to consideration for acquisition programs found in DoDD 5000.66 and AFI 36-1301. Requirements include, but are not limited to:
- Level III certification in appropriate discipline
- At least eight years of acquisition experience
