Air Force Nuclear Weapons Center (AFNWC) is currently seeking: one full-time Supervisory Human Resources Specialist to work in the AFNWC Manpower and Personnel Directorate at Kirtland Air Force Base near Albuquerque, NM.

The position is an NH-0201-04, which has a typical 2025 salary range of $125,882-192,490

The purpose of the position is to serve as the Chief, Civilian Personnel Programs (DPP) for the Directorate of Manpower and Personnel. Plans, directs and supervises the Civilian Personnel Programs Division (DPP), to include the management and utilization of civilian personnel program, recruitment, awards, pay resources, competitive sourcing and the overall management and exploitation of DCPDS and other technology.  Provides technical and personnel oversight of all AcqDemo and DPMAP personnel programs.


DUTIES:
  • Serve as Chief, Civilian Personnel Programs Division (DPP) for the Directorate of Manpower and Personnel for the AFNWC.  Plans, organizes, and oversees the end to end processes and programs across AFNWC Directorates for civilian Personnel Programs and ensures collaborative teaming and communications across AFNWC Directorates.  Manages the development of long-range plans, programs, training, and procedures and develops program goals and objectives that support AF/AFMC/AFNWC objectives and mission requirements. The Personnel Programs division maintains oversight for staffing initiatives and execution, civilian personnel policies, recruitment programs, civilian incentive processes and execution, and the center awards program.
  • Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment.
  • Provides customer support solutions to inquiries on the full range of complex staffing issues.  Primary organizational focal point for technical guidance as well as seasoned consultative advisory services throughout the AFNWC. Communicates with leaders and liaisons from every organizational level using a variety of interpersonal communication and problem solving techniques and skills to identify, analyze, and recommend or negotiate solutions to unique and/or systematic problems.
  • Provides recruitment and placement services to the Air Force Nuclear Weapons Center (AFNWC). The organization requires a wide range of professional, scientific, administrative, and highly technical positions. Regularly meets with management officials to prioritize and execute actions.
  • Represents the AFNWC/Personnel Programs Division to AFNWC, AFMC, and the Air Force. Establishes, develops, and maintains effective working relationships. Meets with key customers, AFMC peers, and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports and metrics by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
  • Plans and implements the AFNWC/Personnel Programs Division quality and self-evaluation program. Makes periodic and comprehensive assessment and evaluation of program goals and objectives to provide a basis for long-range planning to enhance the organization’s delivery of services. Develops procedures and guidance for review of quality and progress of initiatives and programs.
SKILLS:
  • Knowledge of Manpower, Personnel, and Services functions, operations, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in the subordinate organizations.
  • Knowledge of the AF organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect AF wide personnel (military, civilians, dependents, retirees etc…).
  • Knowledge of personnel management, safety and security regulations, practices, and procedures.
  • Skill in planning, organizing, and directing the functions and mentor, motivate, and appraise the staff of an organization.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to collaborate at appropriate levels with organizations both inside and outside AFNWC, AFMC, and the Air Force.
  • Knowledge of staffing program, recruitment program, managing awards and performance program. 
REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • At least one year of specialized Human Resources experience at the GS-13 level.
  • Work may require travel several times a year.
