Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Physical Scientist (009780591M) (Electromagnetic Pulse (EMP) Effects/Testing Lead/Supervisor), to work in the Nuclear Mission Assurance Division at Kirtland Air Force Base, Albuquerque, NM.

This position NH-1301-04 has a typical 2026 salary range of $127,141.-$194,417 (with locality.)

This position is not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager.

The Primary purpose of this position is to serve as a Nuclear Mission Assurance Division (NTX) Electromagnetic Pulse (EMP) Survivability Program Section Chief. This position is responsible for assisting in the execution of the DAF EMP survivability program to include program oversight, standardizing the development, sustainment, and maintenance of current and/or future Low Level Continuous Wave (LLCW) and threat level aircraft EMP testing, to include a findings database. The EMP survivability program team is responsible for development and execution the Air Force-wide EMP strategy, to include standardized test execution, analysis, and reporting frameworks for EMP testing of systems and support equipment to enable information sharing.
 
  • Candidates should have a strong background in multiple scientific/engineering disciplines and program management as well as supervising a highly educated, mutli-discipline workforce consisting of government civilian, military, and contractors. 
  • Candidates should have demonstrated success in resolving complex, ambiguous systems engineering problems through technical expertise, modeling & simulation, and test & evaluation. 
  • Candidates should also have demonstrated success integrating disparate organizational expertise and subsequent products into a cohesive assessment.  EMP experience is desired but not required.
  • Candidates should have demonstrated experience in working effectively with multiple DoD, academic and private industry organizations.
  • Candidates should have strong communication skills and the ability to work within and lead teams
Ideal candidate will have:
  • Experience leading working groups or teams, setting clear mission objectives and provide feedback to team members.
  • Strong understanding of nuclear weapons effects environments (thermal, radiation, blast and EMP) and familiarity with Radiofrequency (RF) principles
  • Experience in executing and overseeing lab-scale and full-scale testing, data analysis, test planning, and resource management.
  • Experience in working effectively with multiple DoD, DOE, academic and private industry organizations.
  • Experience in applying Risk Management and System Engineering principles to testing
Duties:
  • Manages government and contractor team’s work assignments, tracking progress, evaluating work products, mentoring team members, implementing process development/improvement, and performing all other supervisory responsibilities for assigned government employees.
  • Manage the Air Force’s EMP survivability program responsible for identifying system hardness
  • Coordinate and communicate with multiple System Program Offices to inform all aspects of EMP testing activities with relevant survivability analyses, data collection survey findings, and mitigation strategies
  • Effectively manages all assigned resources
  • Support the standardization of EMP test plans/reports
  • Maintain and manage continuous test schedule
  • Contribute to current and future policy and guidance development.
  • Supervises EMP test program team members
REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Must maintain a Top Secret clearance with SCI eligibility
  • Minimum of 8 years of experience in physical science or engineering disciplines
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.
  • In accordance with the Ethics in Government Act, 1978, the employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter
