Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Special Access Program (SAP) Information Security System Manager (ISSM) 009780311M to work in the AFNWC Special Programs Directorate at Kirtland Air Force Base near Albuquerque, NM.
This position is a NH-2210-04 which has a typical 2026 salary range of $127,141-$194,417 (locality pay included).
This position is not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager.

The AFNWC SAP Information Security System Manager (ISSM) serves as a technical expert for the Center and has cybersecurity management oversight of critical Special Access Program (SAP) Information Technology (IT) assets across AFNWC. The ISSM will oversee and provide expert guidance and policy on various SAP IT systems within the AFNWC. The ISSM will be responsible for ensuring that SAP IT Systems within the Center are Risk Management Framework (RMF) compliant, and meet the requirements outlined in DoW, DAF and AFMC SAP policies and directives. Additionally, the ISSM will serve as the SAP Cyber/IT technical and policy advisor to the AFNWC Center Commander, the Strategic Systems SAP IT Authorizing Official (AO) and the Assistant to the Commander for Special Programs (ACSP).
Per SAP policy, the AFNWC SAP ISSM will oversee and provide technical and policy guidance to AFNWC’s Geographically Separated Units (GSUs) for the consistent implementation of DoW, DAF, and AFMC SAP policies and directives. The AFNWC SAP ISSM will collaborate closely with the AFNWC SAP Security Teams to ensure compliance with cybersecurity requirements and SAP policy. Additionally, the AFNWC SAP ISSM will also lead and conduct IT/Cyber SAP compliance inspections at AFNWC’s GSUs.
SKILLS DESIRED:
Candidates should have at least 2 years’ experience with RMF guidance and implementation for SAP systems. Furthermore, the candidate will administer Program Protection Planning in the cybersecurity realm and will identify and validate mission security needs. The candidate should also be familiar with and proficient with:
- Collaboratively building teams through excellent interpersonal and communication skills.
- Strategically and operationally, advising implementation of cybersecurity resources, policies, procedures, workflows, and metrics.
- Developing and maintaining relationships with DoW, DAF, AFMC, AFNWC and other SAP organizations to stay apprised of policies and procedures and implement best practices for cybersecurity programs.

- Conducting independent comprehensive assessments of the management, operational, and technical security controls and control enhancements employed within or inherited by an information technology (IT) system to determine the overall effectiveness of the controls (as defined in NIST 800-37).

DUTIES:
- Serve as the Center ISSM and senior technical advisor for SAP activities throughout the Center; directs, leads, plans, organizes and manages Cybersecurity and IT programs and activities.
- Implements and interprets policies and procedures as they relate to SAP IT Management and Information Assurance.
- Collaborating closely with the Center SAP GSSO to ensure that AFNWC’s SAP security and cybersecurity programs are robust and in compliance with SAP policies and procedures.
- Leads and coordinates cybersecurity efforts across the Center, proactively identifying challenges and implementing effective corrective actions, and evaluating emerging technical concepts and management strategies of critical importance
- Reviews and assesses cybersecurity initiatives and protection measures, ensuring consistent application across platforms, systems, and organizational boundaries.
- Develop strategic goals and objectives that align with organizational Acquisition Security priorities and SAP Policy requirements.
- Leads and/or oversees SAP IT/Cybersecurity taskers sent out by DoW, SAF, MAJCOM or other organizations.
- Serves as AFNWC’s primary liaison and information conduit for cybersecurity policies, taskers, and issues among DoW, DAF, AFMC, AFNWC CC/CA, SAP IT Authorizing Official (AO), ACSP, local units, and geographically separated units (GSUs).
- Advises and briefs senior leadership within DAF, AFMC, and AFNWC on the current status of all IT systems within the Center. Provides strategic cybersecurity management solutions supporting both short- and long-term organizational business, financial, manpower, and operational planning; oversees cost, schedule, and performance aspects of cybersecurity activities.
- Develops, prioritizes, and monitors organizational security performance goals and mission objectives; formulates and implements operating procedures, acquisition IT security concepts, and execution plans.
- Serves as the ISSM for Center SAP compliance inspections and Staff Assistance Visits (SAVs) and is an augmentee for MAJCOM inspections.
- Conducts risk-based assessments to support the issuance of Risk Management Framework (RMF), Approvals to Operate (ATO) or Approvals to Connect (ATC) for all Information Systems operating within AFNWC’s SAP Facilities (SAPFs).
- Ensures all AFNWC SAP GSUs maintain full compliance with applicable DoW, DAF, AFMC and Center directives, manuals, and instructions pertaining to cybersecurity policies and practices.
- Provides cybersecurity and IT expertise and support as required to the SAP IT Authorizing Official.
- Maintains and regularly updates a consolidated, authoritative inventory of all Government SAP IT systems within AFNWC GSUs, utilizing approved AF Enterprise SAP Systems and DoD/AF designated tracking applications.
- Oversees collection, review, and routing of AFNWC SAP GSU system requirements, including AF Forms 1067 for new SAP computer systems, ensuring compliance with AFI16-701, AFMC Guidance memorandums, and related governance documents.
- Maintains an up-to-date, consolidated roster of AFNWC unit personnel with appointed roles such as SAP ISSMs, ISSOs, and IT support staff, including those with elevated system privileges, to ensure accountability and operational readiness.
- Leads and/or participates in discussions, meetings, committees or special SAP IT projects and consults with other officials or organizations on cyber/IT concerns.
REQUIREMENTS FOR THE POSITION:

- The employee must obtain and maintain a Top-Secret clearance with Special Compartmented Information (SCI) eligibility as well as be able to be accessed to special access programs.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to avoid potential compromise.
- In accordance with the provisions of the Joint Ethics Regulations, Government Act 1978, incumbent may be required to file Confidential Financial Disclosure Report, Office of Government Ethics (OGE) Form 450 upon appointment and will be required to file annually.
- This is an Air Force Drug Testing Designated Position. The incumbent will be subject to random drug testing.
- This position requires occasional travel away from the normal duty station and be willing and able to travel on military and commercial aircraft.
- Incumbent may be required to work overtime on an emergency basis.
