Air Force Nuclear Weapons Center (AFNWC) is currently seeking: one full-time SUPERVISORY PROGRAM AND TRAINING FORCE DEVELOPMENT ANALYST to work in the Force Development Division (DPD) of the AFNWC Manpower, Personnel, and Workforce Development Directorate (DP) at Kirtland Air Force Base near Albuquerque, NM.

This position is an NH-301-04, which has a typical 2026 salary range of $127,141 - $194,417 with locality.

The purpose of the position is to serve as the Chief, Air Force Nuclear Weapons Center (AFNWC), Force Development Division (DPD), exercising first level supervisory and managerial authorities over AFNWC workforce development, training, force renewal, and recruitment initiatives.  Develops and implements policy, procedures and guidance and provides advice and expertise to Center senior leaders for related matters.

SKILLS:
  • Strong background in force development, training, force renewal and recruitment strategies that equipped the incumbent with extensive knowledge of concepts, policies, and laws applicable to human resources, training and force development, force renewal, recruitment strategies, and basic functional management principles is highly desirable.
  • Ability to plan, organize, and direct personnel and programs as well as mentor, motivate, and appraise the staff (including matrixed personnel).
  • Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex problems.
  • Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Strong background in professional development, talent development, and strategic workforce development in order to sustain a sound workforce development program.
  • Ability to express ideas and concepts and communicate effectively orally and in writing.
  • Knowledge and experience with data management tools such as Power BI, Envision, and SharePoint is desirable.
DUTIES:
  • As the Chief, Air Force Nuclear Weapons Center (AFNWC), Force Development Division (DPD), exercises first level supervisory and managerial authorities over AFNWC workforce development, training, force renewal, and recruitment initiatives. Develops and implements policy, procedures and guidance and provides advice and expertise to Center senior leaders for related matters.
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
  • Directs, plans, organizes and oversees activities for assigned programs, projects, personnel/teams within AFNWC/DPD division ensuring workforce development policy and civilian workforce training programs meet customer needs.
  • Oversees multiple programs within DPD that also included Force Renewal, Recruitment, and the AFNWC Awards program, Civilian Development Education, Professional Development, Senior Functional administrative support, Talent Development, Continuous Leadership, etc. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
  • Provides strategic management of the functional workforce across the enterprise and is responsible for assessing workforce requirements and its required skills mix (demand), assessing the current workforce to determine resource availability (supply), determining shortfalls in the workforce (gap analysis), and strategizing to overcome shortfalls through force development programs and/or hiring initiatives.
  • Reviews training to assure it is proper and promotes effective operation of the organization as a whole.
  • Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the AFNWC Commander, Executive Director, Vice Commander, PAE/PEO, Functional Directors, AF, AFMC, AFPC, Universities and other key officials.

  • Work may require travel several times a year.
