Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Operations Research Analyst to work in the Intercontinental Ballistic Missiles (ICBM) Systems Directorate at Hill Air Force Base.

This position (915909) is an NH-1515-04 which has a typical 2026 salary range of $125,776 - $192,331

Are you interested in applying your cost analysis skills to deliver the next generation of nuclear deterrence for America? The ICBM Systems Directorate is recruiting a Supervisory Operations Research Analyst located at Hill AFB, Utah.

DUTIES:
  • Exercises supervisory personnel management responsibilities at least 25% of the time. Manages, supervises, and coordinates work of direct support and functional subordinates. 
  • Performs, directs, and reviews a broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies for the division, responding to quickly changing requirements and expectations with varied advisory services and a multi-disciplinary approach.
  • Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the feasibility of assigned projects, studies, or problems for the division.
  • Develops, reviews and evaluates life cycle cost estimates, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified.
  • Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.
  • Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Represents the organization with other experts within the industry.

SKILLS:
  • Knowledge of a wide range of methods and techniques used in cost, economic and operations research analysis, and possession of analytical abilities; quantitative techniques and methods used to develop, adapt, modify and apply models to resolve problems or define and clarify alternative solutions; especially for weapon systems.
  • Knowledge of DoD acquisition requirements, development, and approval processes.
  • Ability to develop and utilize appropriate data and estimating relationships.
  • Ability to understand the use of model and estimating relationships.
  • Skill to negotiate and/or defend findings and program support concepts.
  • Ability to lead study teams; originate new ideas, projects, and methodologies and execute projects and/or studies within established financial and/or time constraints.
  • Skill in interpersonal communications.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
  • Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques.

REQUIREMENTS FOR THE POSITION: Degree Requirement: Employee must have a bachelor or graduate degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.  At least 3 of the 24 semester hours must have been in calculus.
  • This position is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) Business - Cost Estimating (Advanced) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • This is a DoW Financial Management Level 3 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112‐81, Subtitle F‐Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 40 Continuous Learning points every 24 months.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
