Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Logistics Management Specialist NOVRHR541M (Product Support Manager) (PSM) for the Weapons Generation Facilities (WGF) Program Office in the Air Force Nuclear Weapons Center (AFNWC), Program Management and Integration Directorate (PI), Kirtland AFB, NM.
The Air Force Nuclear Weapons Center (AFNWC), Program Management and Integration Directorate (PI) WGF Program Office’s primary mission is to acquire new Weapons Generation Facilities (WGF) which are replacing our antiquated Weapons Storage Areas (WSA) and provide lifecycle management of all WGFs. This is an ACAT III program office and the Product Support Manager (PSM) serves as the senior Life Cycle Logistician (LCL) leading and managing development and implementation of a comprehensive Product Support Strategy (PSS) and Life Cycle Sustainment Plan (LCSP).
MAJOR DUTIES:
The Product Support Manager (PSM) leads the development and implementation of comprehensive Product Support Strategies (PSS) and Life Cycle Sustainment Plans (LCSP) for the Weapons Generation facilities (WGF) throughout their acquisition and sustainment phases. This critical role ensures effective, affordable product support, focusing on system reliability, availability, maintainability, and supportability, while minimizing total ownership costs and addressing all 12 Integrated Product Support Elements (IPSE). The PSM plans, budgets, oversees all logistics requirements, conducts assessments, and collaborates extensively with program managers and diverse DoD/DOE stakeholders to ensure optimal sustainment planning, execution, and certification for WGF lifecycle readiness.
DESIRED REQUIREMENTS:
- Knowledge of DoD 5000 series acquisition policy, product support policy, and performance-based logistics principles. Exceptional strategic thinking and planning skills. Demonstrated ability to lead and influence cross-functional teams.
- Expert knowledge of product support management principles and practices. Strong leadership and team management skills. Proficiency in data analysis and performance monitoring. Knowledge of contracting and acquisition processes. Ability to manage budgets and resources effectively.
- Strong analytical and problem-solving skills. Expert knowledge of sustainment engineering principles. Ability to identify and implement best practices for product support. Knowledge of life cycle cost analysis. Ability to lead continuous improvement initiatives.
- Thorough understanding of applicable regulations and policies related to product support. Proficiency in data management and reporting. Attention to detail and commitment to accuracy.
- Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization, including special study teams and task forces.
- Excellent written and oral communication, presentation, and interpersonal skills.
REQUIREMENTS FOR THE POSITION:
- United States Citizenship
- Must be able to obtain and maintain a Top-Secret/SCI security clearance.
- Employee may be required to work extended or other than normal duty hours, including evenings and weekends, and may be subject to recall. Overtime/comp time/credit hours may be required.
- This position is covered by the Acquisition Professional Development Program (APDP) and designated either as a Key Leadership Position (KLP CAP) for ACAT III program PSMs, or a Critical Acquisition Position (CAP) for ACAT III program PSMs. Employee must be a member of the Acquisition Corps at the time of appointment and execute a written agreement to remain in Federal Service in this position for at least three years.
- Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. ACAT III PSM positions require Advanced level of Certification in Life Cycle Logistics (LCL).
- Work will occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
- This is a drug testing designated position. The incumbent is subject to preâemployment drug testing as a condition of employment, and participation in random drug testing.
