The Air Force Nuclear Weapons Center (AFNWC) is currently seeking three Full-Time Non-Supervisory Contract Specialists (010513331M, 010513341M, 010512921M) to work for the Nuclear Support Division (PZN) - Kirtland Branch (PZNK ) located at Kirtland AFB, New Mexico.

These positions may be designated as either NH-1102-02 or NH-1102-03 under the Acquisition Demonstration (AcqDemo) project.
  • NH-02 (GS-05 to GS-11 equivalent): 2026 salary range of $41,178 -$98,141, locality included.
  • NH-03 (GS-12 to GS-13 equivalent): 2026 salary range of $90,479 - $139,871, locality included. (Recruitment, Relocation, Retention, and Student Loan Incentives may be authorized)
POSITION OVERVIEW
This position supports "cradle-to-grave" contracting requirements for the Air Force Program Executive Officer for Nuclear Air Delivered Systems (PEO NAD) and AFNWC Nuclear Technology Integration portfolios. The portfolios include Acquisition Category (ACAT) rated programs, enterprise-wide strategic sourcing initiatives, and programs affecting strategic national objectives. The work involves research, development, production, test, and sustainment of extensive, specialized, and state-of-the-art systems. A Contracting Officer's warrant is not required for this position.

DUTIES AND RESPONSIBILITIES:
The incumbent will be responsible for pre-award and post-award functions involving highly complex and specialized procurements of significant importance. Specific duties include:
  • Formulating acquisition strategies, developing solicitations, and creating unique contract approaches.
  • Analyzing cost and pricing data and leading negotiations with contractors.
  • Drafting comprehensive contract documentation and performing contract administration.
  • Serving as a business advisor, providing advice and guidance on all business aspects of an acquisition, including risk and incentivization.
  • Reviewing requisition packages for adequacy, and compliance with administrative, regulatory, and procedural requirements.
  • Establishing milestones and coordinating with functional leadership and support organizations.
  • Negotiating and preparing contract modifications and supporting documents for all contract actions, including terminations.
  • Conducting training to improve acquisition practices, implement new regulatory requirements, and explain policy changes.
KNOWLEDGE, EXPERIENCE, SKILLS REQUIRED:
  • Knowledge of Federal contracting laws, regulations, policies, procedures, and contract types applicable to pre- and post-award actions for a variety of complex contracts.
  • Knowledge of the business environment (e.g., economic trends, commercial business practices) to recognize potential programmatic and contractual impacts.
  • Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation.
  • Knowledge of contract negotiation, administration, and termination principles, as well as price and cost analysis sufficient to determine price reasonableness.
  • Ability to identify problems, determine the accuracy and relevance of information, use sound judgment to evaluate alternatives, and make objective, well-informed decisions.
  • Ability to apply precedents found in government contracting case law to specific contracting situations.
  • Ability to communicate clearly and concisely, both orally and in writing, with technical accuracy.
FOR THE NH-03 GRADE, THE FOLLOWING IS HIGHLY DESIRED:
  • At least 3 years of experience in the Contracting Career Field (1102 Job Series).
  • Experience with large-dollar value contract actions.
  • Experience working on a major weapon system program.
  • Experience with systems, research and development (R&D), production, and sustainment contracts.
  • Experience with Other Transaction Authority (OTA), SBIR/STTR, Source Selection, and/or Fair Opportunity procedures.
REQUIREMENTS FOR THE POSITION: (NOT ALL-INCLUSIVE)
  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an occasional basis.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations.
  • Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Must meet continuing acquisition education requirements per DoDI 5000.66.
  • In accordance with the Ethics in Government Act, 1978, the employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
