The Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full time Supervisory IT Program Manager (Chief, Cybersecurity Branch) 001879971M to work for the Air Force Nuclear Weapons Center, Combatant Command C2 Division (AFNWC/NCC) at Offutt AFB, Nebraska.

This NH-2210-04 position has a typical 2026 salary range of $127,033 to $194,253. (Includes locality)

Desirable Skills:
Cybersecurity.  Including cybersecurity compliance, risk management framework, and secure software development.  Previous Cybersecurity experience is required.  Previous Program Management, software development, or other acquisition experience is highly desired but not mandatory.

TDY (Temporary Duty) Estimate:  5-10 Days Annually

Summary:  Leads 16 military, civilian, and contract personnel, developing secure software to support 14k users with global command and control applications and data. Implements cybersecurity requirements and secure software development practices in support of the $1.2B USSTRATCOM software enterprise, providing capability for planning and directing US strategic forces. Manages cybersecurity for 19 authorities to operate, delivering critical capabilities for the nuclear enterprise. 

MISSION/PURPOSE:  The purpose of this position is to serve as a Supervisory, Senior Information Technology specialist providing cybersecurity services to support the Combatant Command,  Command and Control (C2) Division.  The position acts as the Cybersecurity Branch Chief, overseeing all aspects of cybersecurity throughout the division’s software development activities, ensuring the continuous delivery of secure applications to the division’s customers.

Directs, leads, plans, organizes, and manages cybersecurity programs and activities.  Leads provision of essential cybersecurity services for and directs cybersecurity support to a very large organization.  Makes major recommendations comparable to authorizing significant internal and external program and policy issues affecting the overall organization. Recommends restructuring, reorienting, and/or recasting of immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority and/or funding. Provides major recommendations to determine which projects or programs segments to be initiated, curtailed, or dropped. Makes major recommendations on resources to devote to particular programs, especially when staff-years and a significant portion of the organization’s budget are involved. Oversees planning, organizing, and leading the branch’s activities to ensure satisfactory and timely execution of programs, projects, and operations.  Plans and coordinates all phases of the acquisition, implementation, and integration of cybersecurity assets.  Oversees government contracts as required.  Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the organization's mission accomplishment.  Evaluates the impact emerging technology will have on business practices and takes into consideration financial, manpower, and personnel constraints while managing the development of capital investment plans designed to meet changing technology needs in the organization.

Serves as senior technical advisor on cybersecurity requirements and activities. Stays abreast of changes in policy direction, keeping leadership informed of impacts on organizational requirements. Considers the organization's resources while developing plans to meet changing cybersecurity needs of the organization.  Makes recommendations to leadership regarding reprioritization of resources to support cybersecurity needs and enhancements. Provides Contracting Office with technical oversight in the procurement of cybersecurity assets and services.  Communicates complex technical requirements to non-technical personnel. Formulates life cycle cost of cybersecurity resources, prepares justification for funding submissions, provides leadership reports and proposed courses of action in sufficient detail to support informed business decisions.

Leads and/or participates in discussions, meetings, conferences, committees, or special projects.

JOB DESCRIPTION
Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives. Consults with other officials and working groups, customers, and other organization personnel on cybersecurity concerns. Prepares reports encompassing long and short-range planning strategy recommendations and presents briefings covering recommendations for acquisition or changes in business practices.

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed. Develops performance standards.

Makes periodic, comprehensive assessments and evaluations of program goals/objectives which provide a basis for long and short-range planning to enhance the organization’s support capabilities. Directs, leads, integrates, and coordinates the collective efforts of a multi-disciplined staff assigned to support cybersecurity efforts across all division programs.  Establishes, revises or reviews policies, procedures, mission objectives, and organizational design to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.  Balances workload and provides overall direction and vision to subordinate supervisors.  Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests.  Identifies need for change in organizational priorities and takes action to implement such changes.  Reviews training recommended by subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole. 

Represents the organization in a variety of installation and functional area activities. Establishes, develops, and maintains effective working relationships with other organizations, outside agencies, and senior leadership. Delivers presentations on status of programs, accomplishments, problems, and requirements for support to senior military officers and civilians. Leads or participates in special projects and initiatives to determine appropriate recommendations for unresolved or questionable problems and performs follow-up. Recommends actions or interpretation of issues.  Collaborates and plans with other command managers and appropriate supporting organizations to negotiate, decide on, coordinate, and/or integrate organization operations and interests of other organizations.

  1. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  2. Work may require travel away from the normal duty station on military and commercial aircraft.
  3. The incumbent must be able to obtain and maintain a security clearance.
  4. This is a Comm & Info centrally managed position so PCS will be covered.
  5. This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).  The employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.
  6. This is a drug testing designated position.  The incumbent is subject to random drug testing for drug use.
