Air Force Nuclear Weapons Center (AFNWC) is currently seeking one full-time Supervisory Acquisition Program Management Specialist 009326391M to serve as the Materiel Leader, NATO Strike Support Division in the Air Delivered Capabilities Directorate (NDW) at the Air Force Nuclear Weapons Center, Kirtland AFB, New Mexico.

This position is an NH-1101-04 which has a typical 2026 salary range of $127,141 - $194,417 with locality.

The primary purpose of this position is to serve as the Materiel Leader NATO Strike Support Division of (AFNWC/NDW) as a supervisory acquisition program manager overseeing the activities of DoD and NATO funded acquisition and sustainment efforts related to secure storage, maintenance, and other surety systems for nuclear weapons deployed within NATO.

This position is NOT eligible for telework or remote work.

The goals and objectives of the position are to enable the Air Delivered Capabilities Directorate’s mission to empower war fighter capability through effectively and efficiently integrating nuclear weapons & system requirements with resources to deliver operational capability for the Air Delivered leg of the US Nuclear Deterrent Triad.  This mission is accomplished in consonance with Air Force Nuclear Weapons Center (AFNWC), Air Force Materiel Command (AFMC), United States Air Force (USAF), and Department of Defense (DoD) directives.  Candidates should have demonstrated experience in working effectively with multiple DOD, Federally Funded Research and Development Centers, and private industry organizations.  Experience working with international military partners is desired.

DUTIES:
  • Oversees sustainment, modernization, and integration of nuclear weapons secure storage, maintenance, and other surety capabilities supporting Air Force Global Strike Command (AFGSC), United States Air Forces United States Europe, European Command (USEUCOM), and the North Atlantic Treaty Organization (NATO).  Leads the Weapon Storage and Security System (WS3) Program Office and Depot in budgeting, planning, sustaining, acquisition, and certification of OCONUS weapon storage, security, and maintenance systems as well as a Special Access Program (SAP).    
  • Leads a division of over 50 military, civilian and contractor personnel across four branches at three operating locations. Plays a vital role in driving efficiency, optimizing performance, and achieving the Directorate’s strategic objectives elevating the center’s air delivered capabilities, ensuring the efficient execution of the US nuclear deterrence mission.
  • Program Execution - Works with USAFE, AFGSC, EUCOM, NATO and multiple other DoD/DOE agencies in planning, organizing, and executing the activities of the assigned portfolio. As division chief, exercises independent judgment, initiative and leadership in formulating, directing, and evaluating policies and activities for integrated life cycle management of systems used to safeguard US nuclear weapons in the European theater.  Exercises cradle to grave Operational, Safety, Suitability, and Effectiveness (OSS&E) responsibilities of assigned systems.
  • Collaboration and Representation/Strategic Planning - Builds coalitions among, ensures effective communication with, and represents division and directorate in executive level situations both internally and externally.  Requires regular engagement with civilian and military government representatives of several NATO partner nations on tactical executions of programs and strategic discussions affecting the deterrence mission in Europe.
  • Represents the organization with all levels of management, including functional counterparts, HQ AFMC, HAF/A10, USAF MAJCOMs and US COCOMs, USAF System Program Offices, DOD and other federal agencies, HQ DOE/NNSA, DOE National Laboratories, industry partners, and NATO.
SKILLS
  • Knowledge of the policies, practices, regulations, and laws concerning the acquisition management processes and initiatives.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
  • Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
  • Ability to positively lead, mentor, inspire, motivate, collaborate, appraise, supervise and work with subordinate supervisors, diverse teams, and non-supervisory employees.
  • Knowledge of acquisition and management of USAF nuclear weapons and special programs.
REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • A master’s degree or higher in management is highly desirable.  Applicant must meet qualifications set by the U.S. Office of Personnel Management associated with the 1101 Individual Occupational Requirements described at http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-policies/
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain a Top Secret and Sensitive Compartmented Information (SCI) clearance.
  • 10+ years of program management experience in all levels of DOD acquisition management (A&S, ACAT I – III) preferred.
  • 10+ years of experience in the nuclear enterprise preferred.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Selectee is expected to meet Continuous Acquisition Education requirements. Program Management Advanced will be required within applicable time limits.
  • Completion of DAU 401/4010 is highly desirable.
  • This is a drug testing designated position. The incumbent is subject to pre‐employment drug testing as a condition of employment, and participation in random drug testing.
  • Work may require travel away from the normal duty station via military or commercial aircraft.
  • This position is classified as a Materiel Leader position. Candidate will be required to be registered on the ML Qualified Candidate List (QCL) and attend Senior Leader Orientation Courses.
  • In accordance with the Ethics in Government Act, 1978, selectee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
