Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Acquisition Program Management Specialist to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate, Digital Capabilities Division at Hill Air Force Base near Layton, Utah.
This NH-1101-04 position (981840) has a typical 2026 salary range of $125,776– $192,331.

Program Managers in AFNWC lead cross-functional teams to promote national security through nuclear deterrence. They solve the most complex, high-risk aspects of the ICBM program – the ground-based leg of America’s Nuclear Triad. The AFNWC ICBM Systems Directorate manages the sustainment, design, development, and integrated life-cycle activities of the ICBM family of systems including Minuteman III, warhead capabilities, and Sentinel.
The primary purpose of this position is to serve as the Branch Chief of the Portfolio Management and Support Branch within the Digital Capabilities Division. The Portfolio Management and Support Branch is responsible for establishing acquisition strategy and managing ICBM-wide digital/IT service contracts, leading digital capability strategic planning activities, managing Digital Capability Division financial operations, overseeing the development of digital/IT policies and governance processes, and leading digital/IT service introduction. The digital system developed and sustained by the Digital Capabilities Division are critical to the design, deployment, test, and operations of the ICBM enterprise.
DUTIES:
- Supervises and leads a multi-functional team of government and contractor personnel in executing all aspects of portfolio management, from strategic planning to service delivery and contract oversight.
- Drives the strategic planning process for the digital portfolio, ensuring alignment with Directorate and Enterprise objectives. Establishes and oversees financial management frameworks to optimize portfolio investments and ensure fiscal accountability.
- Establishes and directs the ICBM digital support acquisition strategy, leading program teams in overseeing contract execution, evaluating performance, and ensuring outcomes provide value to the ICBM Mission.
- Governs the cost, schedule, performance, and scope of the entire digital portfolio, leading and advising data-driven trade-off decisions to manage risk and maximize mission impact.
- Develops, implements, and enforces policies and governance processes that standardize and mature the management of the ICBM digital enterprise.
- Leads customer-centric engagement teams to translate strategic needs into actionable projects. Manages expectations and ensures the portfolio delivers capabilities that meet mission demands.
SKILLS:
- Significant experience in portfolio management, with an emphasis on strategic alignment over tactical execution. Proven ability to inform data-driven investment and divestment decisions across a complex portfolio of capabilities.
- Expert-level skill in Federal acquisition and contract management, including strategy development, source selection, and post-award performance and financial oversight.
- Advanced financial management and budgeting skills, with experience managing a multi-million dollar portfolio and a demonstrated ability to align resources with strategic priorities.
- Demonstrated experience in policy development and governance, with the ability to create, implement, and enforce processes that improve organization effectiveness and maturity.
- Proven ability to lead customer engagement and strategic communications. Translates and incorporates diverse stakeholder needs into portfolio planning and manages expectations across all levels of leadership.
- Exceptional leadership and mentoring skills necessary to build, guide, and develop a high-performing team focused on managing mission-critical objectives.
REQUIREMENTS FOR THE POSITION:

- Must be able to obtain and maintain a Top Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Advanced” certification category within the required timeframe after appointment.
