Air Force Nuclear Weapons Center’s Intercontinental Ballistic Missile (ICBM) Systems Directorate is seeking one full-time Supervisory Acquisition Program Management Specialist to serve as a Deputy Branch Chief in the Intercontinental Ballistic Missile (ICBM) Futures Division, located at Hill Air Force Base, near Layton, Utah.

The Next Generation Reentry Capabilities (NGRC) program is responsible for designing, developing, producing and deploying new payload system suites (reentry vehicles and/or countermeasures) and integrating them into the legacy and future ICBM weapon system. Key attributes of the next generation of payloads include enhancements in accuracy, lethality, and interoperable operations. This position will serve as the NGRC Branch’s Deputy Program Manager and will be responsible for the branch operations enabling the acquisition of cutting-edge Reentry Capabilities.

Position Description:
The Supervisory Acquisition Program Manager will serve as a Deputy Branch Chief and Deputy Program Manager in guiding acquisition planning and execution.
  • Supervision: Perform all supervisory duties for assigned personnel, including sourcing, onboarding, mentoring, motivating, and appraising staff.
  • Program Management: Monitor technology cost, schedule, performance, and risk. Advise senior leaders on technology maturation, development, acquisition, test, and operational issues.
  • Acquisition Execution: Lead and execute acquisition activities such as conducting market research, developing requirements for Requests for Proposals (RFPs), tracking and mitigating risks, and developing budget estimates.
  • Activity Coordination: Establish priorities and manage day-to-day activities for government, military, and contractor personnel.
  • Senior Leader Briefings: Develop and present technical and programmatic briefings to senior military and civilian leaders, government partners, and/or members of Congress.
  • Strategic Decision Making: Independently make decisions aligned with the program director's strategic intent, prioritize needs across the directorate, and develop talent within the nuclear enterprise.

REQUIRED SKILLS AND EXPERIENCE: 
  • Expertise in executing a defense acquisition program.
  • Expert knowledge of the policies, practices, regulations, and laws concerning federal acquisition management processes.
  • Strong leadership skills and experience with organizational personnel management are required; must be adept at hiring, organizing, training, and equipping functions for a growing 120-person matrixed branch.
  • Refined communication and teamwork skills, with the ability to interface effectively with stakeholders at all levels.

DESIRED SKILLS AND EXPERIENCE: 
  • A minimum of 7 years of relevant SPO or Defense acquisition program management experience.
  • Experience working in a classified or special access program (SAP) environment.
  • Experience in a supervisory role.
  • Master’s degree in a relevant field.

REQUIREMENTS FOR THE POSITION (NOT ALL-INCLUSIVE):
  • U.S. CITIZENSHIP
  • Must be TS/SCI eligible; this position requires the incumbent to obtain and maintain the appropriate security clearance. Active TS/SCI or TS clearance preferred. Please include current clearance level in your resume.
  • This position is designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).  The selected candidate must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position, which includes achieving Program Management “Advanced” certifications within associated time allocations following appointment.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is a designated Drug Testing Position.
  • Occasional travel may be required.
