Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Acquisition Program Management Specialist to serve on the Real Estate Acquisition Team, managing land acquisition and MILCON execution for the Intercontinental Ballistic Missile (ICBM) Systems Directorate, Sentinel Systems Division, at Hill Air Force Base near Layton, Utah.

This NH-1101-03 position has a typical 2026 salary range of $89,508- $138,370.

Program Managers in AFNWC solve highly complex problems and take part in a variety of projects to promote national security through nuclear deterrence.  Serving within AFNWC/NIH, the incumbent will act as a Program Manager on the Real Estate Acquisition Team. In this role, the incumbent delivers centralized oversight of cost, schedule, performance, and risk for all land acquisition for the Sentinel Program. 

DUTIES:
  • Works closely with a geographically dispersed team, including stakeholders from the Sentinel Program, Air Force Global Strike Command, United States Army Corps of Engineers, Air Force Civil Engineering Center and multiple contractors to ensure land acquisition activities are successfully planned, coordinated, and executed across three Wings and five states.
  • Develops objectives and strategies for land acquisition and provides continuous assessment/evaluation of cost, schedule and performance to ensure a sound basis for long-range acquisition program management processes.
  • Represents the organization with leadership, internal and external stakeholders, contractors, and the AF legal community answering questions and delivering presentations on land acquisition status, accomplishments, challenges encountered and anticipated, support requirements, and the program and project objectives.
  • Serves as point of contact for external relations, expertly engaging with diverse non-governmental organizations, community leaders, and the public to communicate program objectives and answer questions at events including townhall meetings, landowner group meetings, and other local events.
  • Advises Branch and Division leadership on programmatic and technical risks associated with implementing proposed courses of action.
  • Supports contracting officer to award contracts including drafting of contracting documents, collaborating with points of contact to provide cost estimates and other data needed.  Provides oversight and management of contractors ensuring performance and cost objectives are met and coordinating with the contracting officer’s representative as needed.
SKILLS:
  • Experience managing execution of elements of a DoW ACAT I/II program is highly desired.  Strong communication and organizational skills with demonstrated experience in leading, influencing and collaborating in a diverse team environment that includes internal and external stakeholders.
  • Develop and coordinate effective integrated support for schedules, plans, roadmaps and milestones to successfully execute or field a weapon system.
  • Experience preparing and presenting briefings, reports, findings and recommendations, program information, written summaries and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, etc.).
  • Experience with stakeholder/public engagement and strategic communications related to a DoW program.
  • Knowledge of current DoW and Air Force instructions, policies, directives, and applicable agreements pertinent to acquisition of private and public real estate by the Air Force.
  • Knowledge of MILCON process and familiarity with all forms and processes need to plan and execute MILCON funds.
REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP
  • Must be able to obtain and maintain a Top Secret / Sensitive Compartmented Information (TS/SCI) security clearance.
  • Must meet and maintain Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements for Program Management at the Practitioner level
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employees must obtain and maintain a Top-Secret security clearance.
  • In accordance with the Ethics in Government Act, 1978, employees will be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
