Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Information Technology Specialist (PLCYPLN) / Circuit Provisioning Project Manager to work in the Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton, UT.

This position is an NH-2210-03. The basic salary range for this position is $76,463 - $100,018 based on Value of Position (75), which does not include Hill AFB (17.06%) locality pay.

**Value of Position: If your current basic salary is within the band, but above the stated Value of Position, your basic salary will not be reduced if you are selected for the position.

The primary purpose of this position is to serve as an Information Technology (IT) Specialist providing dedicated Transport Project Management and technical support. The incumbent will oversee, architect, and sustain all physical and logical connectivity avenues across Hill AFB, multiple Operating Locations (OLs), and Geographically Separated Units (GSUs), ensuring AFNWC maintains the highly available, resilient, and secure network transport required to execute its mission.

DUTIES:
  • Project Management & Stakeholder Coordination: Serves as the primary transport project manager and liaison. Actively collaborates with external Project Managers and specialists—including the Defense Information Systems Agency (DISA), Commercial Communications providers, and the 75th Air Base Wing Communications Squadron (75 SC)—to coordinate, provision, troubleshoot, and sustain end-to-end mission-critical base and long-haul connectivity.
  • Circuit Lifecycle & Requirements Management: Plans, manages, and executes transport, circuit, and bandwidth requirements across the directorate. Oversees project timelines, coordinates milestone tracking for circuit provisioning, and manages the scheduled upgrade or decommissioning of communication lines to align with evolving mission needs and budget constraints.
  • Acquisition & Procurement PM Support: Leads the planning and coordination of transport acquisition phases. Prepares and translates functional requirements into project documentation, including Statements of Work (SOW), Performance Work Statements (PWS), technical evaluation criteria, and contract packages to procure circuit and transport services.
  • Network Documentation & Integration: Project manages and maintains comprehensive, site-to-site network and circuit diagrams. Oversees a strictly controlled inventory of transport assets, long-haul circuits, and associated physical/logical connections, ensuring all documentation is accurate and ready for enterprise architecture reviews.
  • Secure Transport & Cryptographic Management: Coordinates project efforts and account activities for secure network transport, ensuring Controlled Cryptographic Items (CCI) and key materials are integrated, operated, and maintained appropriately. Advises senior management on risk levels, system security posture, and operational impacts of potential security or transport vulnerabilities.
SKILLS:
  • Hands-on experience in IT Project Management, specifically managing circuit provisioning, long-haul transport, and tracking deployment milestones.
  • Strong capabilities in external stakeholder liaison, with a proven ability to lead working groups and coordinate technical solutions with DISA, commercial communications vendors, and base-level communications squadrons (e.g., 75 SC).
  • Knowledge of project scheduling, resource management, and risk-mitigation strategies for IT/telecom infrastructure programs.
  • Familiarity with encryption protocols and secure routing technologies (e.g., IPSEC, AES, GRE, IKE, TACLANE) to project manage secure transport implementations.
  • Knowledge of IT procurement regulations, contract documentation preparation (SOW/PWS), and supply chain risk management.
  • Excellent communication, presentation, and briefing skills to translate complex circuit requirements into clear updates for senior DoD and civilian leadership.

  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Must meet DoDM 8140.03 qualification requirements within the required timeframe.

  • Position is a Testing Designated Position (TDP) and subject to random drug testing.
  • Work may require occasional travel (approximately 20 days per year).
